I work for the Federal Gov. I once did first responder training and the instructor stated that the first thing you are supposed to do is to introduce yourself when you were going to assist someone. Every time I had to do a training scenario, I introduced myself by saying "I'm with the government, and I'm here to help you". He kept telling me that wasn't a soothing approach.
