Because Staal is terrible at breakout passes and almost always looks to dish it off to his uncovered partner (who in this cace was replaced by Howden)

Maybe Howden is concussed? I remember him going head first into the boards and 1 or 2 other head hits earlier in the season. Seems like his game has changed a lot since then. And loss of balance is a common symptom of concussions
