How to reduce powerplays in the NHL

It has never sat well with me that star players are basically powerplay merchants. To the point where teams become powerplay merchants. This isn't just a dig at the Oilers. The Sedins had some years where they'd just kill you on the PP. Less powerplays puts a premium on 5 on 5 hockey.

So what if powerplays were only rewarded after every 3rd minor infraction ? There would be a tally for each team through the game. Only after the 3rd infraction does the opposing team get the powerplay. Nothing else would have to change.

It would also lead to some suspense as both teams get closer to 3.
 
Allow hooking and tripping , bring back old school waterskiing hockey , I'd allow slashing too but it's too damaging on the hands it would never pass

Powerplays are seen as a feature, not a bug of hockey. Teams structure a lot of strategy around their special teams, breaks up the monotony of 5 on 5 play, has a deterring effect on the penalties that never happen.

I don't see them ever changing course. Why would they? They don't market properly. You're not allowed to criticise officiating even though it's an absolute clown show. Gambling crept in and there's weirdness around that.

You think they would allow less power plays? No.

They aren't freebies. That's not how it would work. Nobody would be spending them because they have them.

That is complete nonsense. Each power play would be worth more. So the game really wouldn't be played any different.

It is very juvenile logic to think that the first 2 would just be meaningless freebies
 
So, what's the definition of a minor infraction as per the OP?
The exact same rules as now. Whatever is a penalty now is still the same penalty. They just get tallied in 3's. After the third penalty , the other team gets the PP

This year had the lowest amount of penalties called, and your genius idea is to introduce a really subjective system to limit PP’s even more? What in the actual f*** did I just read…?

Are you saying a 6 minute power play? Or what do you mean only rewarded (it's a reward?) after every 3rd infraction?

If that's the case, I don't understand the idea at all. What do you mean tallied in 3s and how does that reduce power plays?
