It could only get big in the north, near the Himalayas. Nowhere else in India would have the climate, and on the infrastructure for indoor rinks is not practical for 99.9% of the country.

The same could be said for any state in the US by that logic. Football is way ahead of hockey yet, with proper marketing and effort it is possible to grow the game.
