Halfway off topic, but couldn't hockey in Estonia grow the same way as it did in Denmark, by sending the better junior players to Sweden, but in this case for the Estonians sending them to Finland or Latvia?

Well that's exactly how Rooba became who he is now. Their problem is there is not a whole lot worth sending though.

Indeed. Estonian teams and plethora of players almost every plays in kids leagues, but as SoundAndFury correctly said, you simply can't polish a turd. Lithuanians also are frequently playing in our leagues, but as they have a better starting point, quite a few have turned out to be a solid players down the years.
