I could have sworn the idea was that the winning team would get 1st pick in the draft, but, I'm not even sure anymore.

All ideas that need voting on how to determine off-season draft order:

A) league champion gets 1st pick, everyone else randomized
B) all draft positions randomized regardless
C) league champion gets first dibs on where they want to pick in the 1st round and subsequent rounds in the snake draft, runner-up gets second choice, everyone else's spot randomized
