It should be a rule but it isn't

Plugs would take penalties in the last couple seconds of OT in order to be ineligible for the shootout.

this Caps team can compete with Chicago. but any other team in the West, they will be steam rolling them. They are way a step above just about everyone else in the NHL. Skills + speed
