It could potentially be not a cap violation, if the combined salaries of those 47 guys and the healthy scratches were below the cap ceiling. I'm not so sure they could get away with dressing 47 players in the same game, since it's against the rules, but you never know. The official scorer could be asleep and/or drunk when they hand him the lineup card.

I got bored and looked at this a week ago or so. Most teams have used in the 26-30 range for skaters and 2-4 goalies. Avs were far and away number one in both.
