I disagree. I see those hits from Trouba all the time. If you hit a player straight on, even if that player has his head down which results in head contact, that shouldn't be a penalty.

edit: Case in point, Trochek hit holtz which looked like it hit his head. no call

the only thing I can say is that like the Trouba hit earlier the person getting hit was bent over a bit when receiving it. Does that change anything? I don't know.
