Reviewing that hit frame by frame, that's definitely a hit to the head. Peterka wasn't that low, plus Dillon drives in to the head with his feet. Is it intentional targeting? If concusions are a concern, I'd say ya, you got to call the major, Perteka didn't skate in to him, Dillon most definitely drove in to him.
