That worked really well with the foot in crease rule.

There would be nothing stopping a goalie from initiating contact whenever a player gets near the crease.

The rule is shit. They shouldn't have to decide if it prevented a goal. If he touches the goalie (he ran into his glove hand) it should be no goal.
