“Rebuild” becomes a subjective term after a year or two. Caufield and Suzuki are older than Tkachuk and Stutzle. What’s the official cutoff for a “rebuild”?

There is none, technically. When your GM starts making moves to try and improve the team in order to win more games, I guess. That could also be argued to be just when you stop the "tanking" phase of a rebuild. It's no guarantee to actually work either, though nor is tanking. I would know pretty well about both of them not being guaranteed to work.
 
Winnipeg looks brutal against a mid Nucks team.

I had high hopes for them, but they're falling apart down the stretch after others in the west beefed up, tough to view them as genuine contenders if they drop this one.

They got the West basically locked up. Lot of other teams are playing for their playaoff lives. Jets got their work day done early and can afford to put their feet up a bit for the rest of the season. No reason to risk injury going full-bore.

They're 5-5 in their last 10, they're poised to become another peaked early team as we've continued to see time and time again.

Well they lost 7-1 but they shut out Draisaitl, so, call it even I guess.
