I watched the clip twice and think it's not an easy call one way or the other, but there's definitely an argument to be made that the Stars player gets pushed into Oettinger by the Islanders player, which counts as contact "initiated by the attacking player."
...disagree that the Stars defender get pushed by the Isles player; he goes in on his own to keep the Isles forward in front of him...interfering with his own goalie...my take, anyway...

...no one can truly see what the refs see once they put that striped jersey on...it's like their collective IQs drop 50 points...
