I had known of this from taking the elective American History in grade 11, but had no idea how bad this system was until I watched the new show "Adam Ruins Everything."

That show has a great explanation, does seem like a flawed system though.
It's kind of like that in the All-Star voting. The fans vote for who they want, and then the NHL decides who gets to go .
