I've looked at it several times, and I just don't agree that it was a head shot. There is no sign that he raised his shoulder, and he certainly did not head butt the guy. The announcers said that it was very close to not being a penalty at all because it was a clean hit, and he tried to time it so that it wasn't interference. The announcers also say that the injury occurred because the guy leaned his head forward into the oncoming Golyshev, rather than any attempt to injure on Golyshev's part. Because if was a serious injury, the officials caved in to the pressure to give him a suspension. And yes, it will hurt Russia. It looked to me like one of those things that happen in hockey.

The IIHF said in their ruling that the headshot was inconclusive.
Their wording: "Although the video evidence is inconclusive as to whether contact to the head was made, Golyshev took advantage of an unsuspecting opponent, who was in a vulnerable position with no opportunity to defend himself."
