That is still a penalty regardless. It was a dumb play by the Finn. I didn't see that angle though so I don't know about the embellishment.

Simply ask yourself: Was it above his shoulders?

The rule is there for a reason... to avoid chit getting out of hand exactly as it was in this game. Intentional high sticks and kicks are extremely dangerous and have no place in the game. Good call by the official.
