This is kind of the problem where everyone hates the refs and wants rules to have as little discretion as possible.

I'd be fine with this level of enforcement (well, maybe not, I still remember the first few months of the 05/06 season...) IF it was consistently applied.

This would've been a lifetime ban had Aaron Rome done this in 2011.
