Don't think the fourth line makes the cut, especially Nico Sturm.

Overall, it's really tough to compare those who never bothered with the NHL to those who did. Does a decent NHL-career with some good but not great seasons in Europe beat a very good to great career in Europe?
Plenty of the best German players never tried to make it to the NHL, because it just wasn't all that common for Europeans at that time. And that's before getting into the trouble of trying to judge players from the 1920s or 30s. Gustav Jaenecke and Rudi Ball were among the best Europe had to offer at that time and should probably be on this team.

Post WW2, Alois Schloder or Ernst Köpf would be other candidates. Mirco Lüdemann would be a candidate on defense, though I don't think he could get past any of the six mentioned above.

Funnily enough, Jaenecke was also a good Tennis-player who won the German championship once. Truly a different time.

This would really require some research. One name that stands out for me is Ernst Hofer. He led Germany in scoring at the 1984 Canada Cup so automatically he's at least on the third line here.

Goaltending and D looks solid... be a big battle for the 6th spot.
