No, if USA wins, they will take the first spot because they beat Russia head to head, so th goal diff doesn't count anymore. That's what they say on TSN.

Yes. I don't know why so many people are saying it is goal differential. If THREE teams are tied, then GD matters. If TWO teams are tied (Russia/USA) then it comes down to who won their game, therefor the US would still finish first.
