99% of the time, it's goalie injuries during the summer or at camp, not teams not getting 2 NHL goalies.

No I am saying they are even more likely to take Primeau because they don't really have any good goaltenders. But I guess then best time for waivers is early September when they haven't given up on their goaltenders yet.
