I'm one of the biggest Letang fanboys in here. but he looks most of the times like he lost half of his IQ.

I will put this in perspective because I understand where Letang is at, he subconsciously being cautious and still trying to do his job. I’ve not had a neck injury like he has but I’ve had a spinal and still picked up my stuff and gone out there. Even after it’s “healed” you always think one thing can break you again. When it comes to the spine and neck once you are broken, you are forever changed.
