That’s weird because that makes it sound like you can shoot at a mask less goalie.

the rule is as I copied, BUT, IIRC there is also refs opinion. If the ref believes there is an immediate danger to the goalie, ie the goalie loses his mask and a player is teeing up a slapshot from the point, the ref can blow it down no matter who has the puck.
