That's a fine interpretation of the rule but it doesn't say that.

Guys bat the puck instead of catching it because that's a penalty anywhere on the ice.

No it's not. Players catch the puck all the time. You can catch the puck but need to drop it down to make a play.

You need to ready case book that goes with the rules. Things like this are explained. Or talk to actual officials that do these games to understand the rules.
