Intent to blow isn't a bad rule. Joe's dumb rant is exactly why. Joe says "just wait" to blow the play dead, but if the refs do that then they do need to be able to blow the play dead when the goalie genuinely covers it but the puck gets knocked loose before they can blow the whistle.

This wasn't a case of a bad rule, just a bad ref.
