I hear you, but if the guy is skating hunched over leading with his head he’s uncheckable now? If they wanted to give him a minor I’d get it. But that was just punishment for being bigger and stronger. They did that to Kreider early in his career and he stopped making big hits.

Head injuries are scary and the NHL is, rightfully, going to do what they can to eliminate them. You can preserve the integrity of the game and get rid of Rempe's hit (unlike Trouba's "controversial" hits where the real point of contact is not the head).
