The NHL wants to "grow the game". Putting a team in Quebec City wouldn't do that since people there are already fans, already spend money on merch, etc. It's dumb, but it's why Quebec won't get a team unless there's a perfect storm of a team moving immediately with no other takers like what happened with the Jets.

I guess it makes sense. The others are "game-worn" and this is another jersey added on to increase how much they raise, but those jerseys signed would raise a bunch more than unsigned
