It's really not.
In your example Shesty doesn't make a save so you are acknowledging something that didn't occur.
In saying 'good shot', you are acknowledging that a shot occurred and that you felt it was good/dangerous/whatever whike not scoring. The 'good' is subjective but a lot of people believe shots can be good even if they don't go in.
