Tocchet has the wingers stand stationary in the same two spots on the breakouts if you watch (on the blueline along the boards). They are there just to chip it in, so they never have momentum or anyone to follow up. It gets cleaned up easily 95% of the time. Teams like the Avs made a habit of outnumbering these wingers so they could easily steal the puck.
