The thing is, Devils themselves knew that and trusted the process. Whereas with the Rangers the reaction was "oh, they are not quite ready for the role yet? better put them in the bottom-6 then".

Kakko should've been in the AHL after it was clear he was not ready, instead of playing in the bottom 6. Laf should've had all the leash in the world, because there was no option of AHL.
