I don't think they can. Coaches would just keep doing it and the league is not going to have officials call games to the point where it's constant powerplays.

The man-advantage mechanic, which is unique to hockey, makes it very difficult to manage.

When that player leaves, he becomes the crappy player he was prior to being a Penguin.

Offense tanked very quickly after 2005-06. The league wasn't happy with 8-10 PP's a game each way.
