It's the ref's discretion. He felt waiving off the goal was sufficient enough to not also give a penalty.

Probably because Wideman just skated slowly backwards like an idiot until he crashed into Quick. So it's possible he just lost track of exactly where he was. Most interference involves a battle in front of the net where it's obvious the players know where the other players are and where the crease is because they're fighting for position relative to it. So the ref decided not to call a penalty in this case.
