I guess it depends on if the NHL rules follow USA hockey rules on the subject. In USA hockey rules, headbutting is an automatic major and game misconduct.

As it should be. Had Buch just forcefully punched him to the face instead it would've been 2 minutes.

Yes. I wouldn't wager on a suspension but there's gonna be a fine at the very least.
