I also saw Utah mentioned a few pages back as a destination for Norris and I have to agree that they do make quite a bit of sense as a trade partner if we were seriously considering a Norris trade.
You bring up some intriguing pieces, I personally don't have much interest in Kerfoot being part of a Norris return but I can see the Sens having various degrees of interest in McBain, Crouse, Maccelli and even Hayton. My feeling is that McBain would not be on the table, I think Utah views him as a long-term piece sort of how we view Pinto or Greig.
IMO Crouse would be the piece that we would push for the most in a potential trade with Utah. He doesn't seem to have acclimated well to the move and makes sense as a buy low/change of scenery candidate. Worst case scenario would be that his production doesn't bounce back but he would still be a physical presence and play a heavy game to take some pressure off of Brady from having to be the team's primary tone setter. I agree with you that he seems like the kind of player that Staios would likely target.
I like the idea of getting a C back if we were to trade Norris, so a package that would make sense to me would be Crouse + Hayton.
That would allow Utah to run Cooley-Norris-McBain down the middle when fully healthy, which is an upgrade for them and gives a long-term solution at 2C as long as Norris doesn't re-injure the shoulder.
Ottawa would have Stutzle-Pinto-Hayton/Greig as centre depth and gains Crouse as a rugged middle 6 winger along with improving forward depth and cap flexibility.
