I assumed if you were born in a country that’s the country you had to represent. Did Harley live in Canada? Was it a situation where he was born in U.S. but spent majority of his childhood in Canada?

Nope. Athletes who are good enough to represent a country in international play and are dual citizens have to chose who to represent. That doesn’t mean they give up their citizenship or hate the other country.
