Based on how this team operated last year, I believe that the Canes will play the player that gives them the best chance to win in the #6D spot, contracts/waiver status be damned. If that is Bean, so be it. For the #7 slot though, I don't think they'll use Bean in a spot like that. Much better for his development to be in Charlotte getting top minutes vs. sitting in the press box more than half the time so I see him either as #6 or back in Charlotte.
RE: Fosling. I don't think the Canes are overly worried about losing him via waivers if Bean were to earn the #6 spot. The CDH deal was about getting rid of his salary, and the Canes continue to (and will continue to) stock the cupboards with depth so that losing a guy like him to waivers is pretty inconsequential in the grand scheme of things.
These are the scenarios I see (once TVR is healthy).
Option 1: Bean earns #6 spot, one of Fleury/Forsling takes the #7 spot, the other gets traded or waived to go to the AHL.
Option 2: Fleury or Forsling earns the #6 spot, the other gets the #7 spot, Bean goes to the AHL.
