You think expanding/diluting the league's talent pool would make Orr less dominant? Even if you factor in the American/European influx into the NHL, this is a guy who beat Bobby Hull, Phil Esposito, Guy Lafleur, Bobby Clarke, and Marcel Dionne in the scoring race... as a defenseman (who was probably the best defensive player in the league).

Jaromir Jagr in his mid 40s was a top six level forward in the NHL just a few years ago. Lemieux was on another planet compared to prime Jagr. Lemieux would have dominated this era or any era

Most of us Kings fans didn’t… I’m one of the more optimistic ones on our board and even at 2-0 I was far from confident.Because the other captains didn't drag their mediocre team back to the finals. The whole hockey world picked LA to beat this team in the first round.
That tier 1 with those 5 already exists imo and won't change by the end of McDavids career. Maybe Hasek can go in there too. Anyone leaving Bobby orr out of that category is showing their recency bias. I would also have Howe in that category as his longevity as a true superstar is unrivaled. Obviously the game has evolved, but he was the best player for multiple generations, that can't be ignored.
I do think there will be a clear top 5 with Gretzky/Mario/Orr/Howe and McDavid eventually. Crosby is also right there knocking on the 5th spot but I don't think his hardware will match up against the others. In a perfect world Crosby doesn't miss so much time from 11-13 , and might have 3 or 4 hart and ross which would help a lot.
