And because a small uncertainty in position would lead to such a large error in angle, I don't think such a measurement would be any more precise than a camera.
True and the asked precision (to be better than a camera) will be quite different than some of the example/usage mentionned.

I think they could change the rules.... if the center of the puck traverse a line it is a goal to make it easier for a sensor system too and people would be ok with it, put the line about where a flat puck would have been a goal...
 
Just looking at the two photos provided, the 1st one is one of those "probably-a-goal-but-there's-some-tiny / maybe / reasonable-doubt" kind of thing, where if we were living in the sixth dimension and warped the space-time continuum, maybe it isn't.

But the 2nd one is obviously a goal. C'mon, NHL.
 
And then we would start admiring the way the pucks just come apart after a heavy shot is taken, or from it hitting the boards at high speed.
NHL pucks currently have sensors in them now and hav for a few years. I’m sure they all be made to fit nicely
