yea that's the rule. i haven't seen the play in question, i just was checking the score and it was listed as "Coufal (OG)" rather than Savio.

Pep has also historically been reticent to use them. I wonder if “system” managers are less likely because of a conviction that they’ve set up their way for a reason

I haven't heard Maresca complaining about fitness and schedules yet though, which Pep has often done while not using his subs.
