I'm not sure what you're talking about. I started watching hockey in the mid-1970s. There have always been fans complaining about how dirty a particular team is, even in the 70s and 80s when it was commonplace in the game. Then those same fans will defend their own team's players when others argue they are ditry players. It's just standard stuff. It's like whining about certain teams diving or faking injuries or complaining to refs...whatever, it's all the same. They will present to the court multiple instances in which the league did not punish a player for their hits to another players head. Maybe some cretin who dropped a player on their head during the playoffs which caused him to leave the series, or maybe an unsuspecting punch to someones face as they skated by etc.
The league is going to have their NFL moment at that point and it won't be by their own willingness, clearly.

I don't think the league treats any one team differently from another. If anything, the league would inherently want to favour teams like Toronto, NYR, Chicago, Dallas, etc. - big TV and merchandising markets.The league was also very different 20 years ago.
