He's in as a linesman, who doesn't normally call penalties. They call too many men penalties, and can alert the referees if they notice something that they believe warrants a major, game misconduct, or match penalty. I think they can do that for double minors involving high sticks that draw blood as well, but don't quote me on that.

Then obviously their input is welcome when the referees huddle up to discuss a call, but the referees get the final say.
