I’ve seen interviews from the coaching staff in Edmonton and they’ve said that the PP strategies are almost entirely designed by the players. I don’t think Gulatzan actually does that much.

It’s both. A lot of it is improv. But Gully also plans quite a bit of set plays for the PP. They even have set Nick names for the plays like in Game 1 they ran “shimmy”. How much of those plays are Gully’s idea or the players is hard to say, but Gully at the very least manages and supports that process.
