Say if we lose out and end up missing on the playoffs which I highly doubt although anything can happen, we do have the right to keep this years pick and we give Arizona next years instead?

According to info posted earlier in the year, we can choose which one of the 16 or 17 pick we send to ARI, regardless of whether we make the playoffs or not

The Rangers have to inform Arizona by the draft lottery which is weird. The lottery is held in the middle of April.
