Draft Lottery Question re: Limit on # of Times a Team Can Win

Hypothetical question: say Team A finishes in 5th place but wins the draft lottery and moves up to #1. The exact scenario plays out again the next year. Then in the following (third) year they finish with the worst record in the league. What happens with the lottery in the third year?

I guess the question is, does the limit of 2 times relate to moving up in the lottery or winning it? Team A has moved up in the lottery 2 years in a row, so my understanding is that they are restricted by the "2 in 5 years" rule. But since they finished in last place in the third year, do they still participate in the lottery and keep the #1 if they "win"? Or do they basically automatically get relegated to the #3 pick because two other teams will get the #1 and #2 pick?

(3) Limit on Teams Winning a Lottery Draw

No single team will be able to advance in the Draft order by reason of winning a Lottery Draw more than two (2) times in any five (5) year period. This limitation will not affect a Club’s ability to retain its presumptive Draft position in any Draft Lottery, nor would it preclude the possibility of the Club moving down in Draft Order to the extent other Clubs advance by reason of winning the Lottery Draws. For purposes of clarity, the limitation would attach to the team, not the specific pick.

Just do away with the lottery. Clubs draft in the opposite order from where they finish. Lady gets first and Cup winner gets 32.

Kind of of topic, but what team has dropped the most from the draft lottery?

Copied and pasted from a CBJWerenski8 post on the Jackets board, not 100% sure if it's accurate, but it sounds right to me:

"But Only one time in franchise history have they moved up in the lottery and it was one spot (2016 from 4th to 3rd)

They’ve either moved down or stayed put in every other lottery they’ve been in (18 times) despite finishing in the top 10 17 times. The other two times we were in the teens in the lottery (2013, 2025)

So say I win the 2nd pick 2 years in a row, that means I can't win again for 3 years?
If the team is 2nd worst, and they stay at 2, they can do so indefinitely.

Same for worst. They can win the lottery indefinitely so long as they are the worst team with the best odds.

The restriction is only on moving up from your finish position. So if a team moves up to #2 twice, they can't move up again for 3 more years. That's the example maybe you intended, but it's worth clarifying.

yes that is what I was intended. So Say I move up from 5 to 2 one year and 10 to 2 the next, i can't move up anymore for 3 years or let's go with Utah. They won this year moving up to 4 from 14, if next year they somehow win again(either 1st or second) they will be out of luck the following 3 drafts

Correct, they would not be able to move up in that scenario. So I believe if they won a draw at the lottery, it would just be a redraw until an eligible team wins.

I'm sure it would be a full redraw. Last year, the Sharks won the 1OA draw, and then won two straight draws for 2OA. Both times, full redraw.
