I doubt Levi has to go through that crap. it seems that others that were waiting on immigration didn't wait this long... It is a change in status to a level up. That usually entails a different level of review. Trickier? No, the process is largely defined. Longer probably due to the fewer sets of eyes at higher levels.Stillman had to go through it after the trade.

OK, let's say the visa doesn't resolve prior to the end of the season.The USCIS is backed up to an otherworldly degree. I've had students not be able to return to school because their paperwork doesn't get finished in a timely manner, and USCIS has a full year to renew the paperwork for these kids.
If Levi was a normal person and had a normal job, he'd likely be waiting months.
