He's a hell of a lot closer to Bergeron than Shattenkirk... Raddysh would be lucky to carve out a 500 game NHL career like Bergeron did then being a #2 like Shattenkirk did for years, unless we're talking about old and broken Shattenkirk who's on the ducks right now then yeah sure.
You could make a case to keep Raddysh out of our zone too, his 2 biggest weaknesses are his inability to clear the puck and losing his man.

Raddysh is a rookie....I'm making rough comparisons to snapshot versions of MAB(pp specialist) and Shattenkirk(top 4D) who played for the Lightning, not their career peaks, troughs, or averages. I compared him to Barberio too, and there is an ocean of difference between him and Shattenkirk..
The only reason MAB was in the NHL when he was here was his offensive contributions, he would give you PTSD in the defensive zone. Shattenkirk was ok defensively, but also generated very good offense to make him a key contributor.
If you are referring to how they played on the Lightning, then yeah, I don't agree with you at all. At least, you haven't been paying attention recently. Since Sergachev has gone down Raddysh has averaged about 22 minutes a game, has a positive +/-, and has been taking a majority of dzone draws. Should be obvious that without him stepping up with all of these injuries we could have had a complete collapse on the blueline. I hope they keep him away from Sergachev when he returns.
