Impatience mixed with not drafting enough, drafting poorly, and developing badly, is what has doomed the Coyotes to oscillate between terrible and mediocre. It's easy for dopes who don't pay attention to say "yeah, yeah, we've seen it all before" but we really haven't. Not if you actually look. If you have a brain and you pay attention you can spot the difference. This is nothing like anything we've seen before. The Coyotes have absolutely never restructured an entire front-office, hockey ops, and coaching staffs to SPECIFICALLY accommodate an absolutely massive rebuild, based entirely on a proven track-record of success in young talent identification and development. And while the Coyotes have traded off a bunch of old players before, they've never torn it all the way down to 24 and under, and no team has ever accumulated that massive of a haul of under 24 assets in a single year.
Anyone who thinks all of this isn't wildly unprecedented isn't paying attention. Nobody ever does this. Nobody acquires 3 1sts, 8 2nds, a handful of good prospects under 25 in a single year. Nobody replaces their GM, AGM, Coaching Staff, Scouting Staff, and Development staff in a single year, while simultaneously tearing the entire roster down to the bare studs.
They did this in 12 months time. This has been tremendously expedited and laser focused. Absolutely cut-throat and purpose-driven.

Wait until there are names. I promise you will change your mind when it’s no longer hypothetical. That combined with Arizona’s lack of meaningful graduations will ensure I’m correct. But nobody will be able to see it until July. All the August lists will support me. I have zero doubt about it.

Considering how teams in the Coyotes' position will do a dance as a third team in a trade, maybe the league should simplify things and allow teams to trade cap space for picks directly

Very true, this unprecedented in the NHL, but not in professional sports.
The Houston Astros in MLB did exactly what the Coyotes are attempting to do in hockey. From 2011 to 2013 the Astros tanked and lost at least 106 games per (historically bad) season(s). "After GM Jeff Luhnow took over in 2011, he completely rebuilt the team around young talent. The Astros gutted their MLB roster, refused to spend money on high-priced free agents, and focused their energies on building a young core." In 2013 their highest paid player had a salary of $1.15M and Alex Rodriguez' $29M salary was higher than the entire Houston roster.
From 2017 to present the Astros have made the playoffs all 5 seasons, won 4 divisional titles, been 2 World Series and won a WS title in 2017. Their attendance has nearly doubled over time.
The Coyotes have half-a$$ed every previous tank and found themselves continually floundering. This is different....the owner, GM and coaching staff are completely on board with the plan and as @rt pointed out they've invested heavily of scouting and development.
As a Coyote fan I have more confidence in the organization than I've ever had (which isn't saying much....I know).
Will it work?
Can't wait to find out.

Take out Kessel and it’s a lot closer. But you’d still need to add. At least a 2nd on top of Brannstrom.
There is 0% chance a measly 2nd and 3rd rounder by 2 years of cap space at $9mm. JBD is the base of that deal. And Ottawa is still adding.

Would you say that over the last decade the Lightning, Blues, Avalanche, and Maple Leafs have done a good job or a bad job at drafting and developing?
If you were starting a rebuild, would you hire the guys who ran St Louis, Colorado, and Tampa’s amateur scouting departments to help you do that? And if they took the job, would you feel nervous or confident?
