Also defunded jails, defunded firefighters, defunded hospitals, defunded schools.

Could be they were flooded with more urgent issues at the time and estimated that 10:00 was the time things would settle down to get to a nonviolent crime. Or that there were so many thefts already reported that morning, all the officers that handle vehicle theft cases were already backlogged til the estimated 10.
