Keep in mind the OHL has the draft lottery and I believe the results of that lottery carry over to this draft. I am not sure if the other leagues have the same lottery system.

I had forgotten that the lottery affects the Import draft order as well.
All 3 CHL leagues have draft lotteries so the order of top teams for the Import draft won't be known until the lotteries are held.

The WHL Prospects Draft Lottery involves the six non-playoff Clubs from the Regular Season.
A Club may only move up a maximum of two positions in the WHL Prospects Draft.
The WHL Prospects Draft Lottery will use a total of 21 balls, the allotment of which is as follows:
- last – Six balls
- 2nd last – Five balls
- 3rd last – Four balls
- 4th last – Three balls
- 5th last – Two balls
- 6th last – One ball
QMJHL
The QMJHL Prospects Draft Lottery involves the five teams with the least points from the Regular Season.
18th place: 9 balls, 43% chance of drafting 1st
17th place: 6 balls, 28% chance
16th place: 3 balls, 14% chance
15th place: 2 balls, 10% chance
14th place: 1 ball, 5% chance
