Seems like the USHL and BCHL are the ones getting absolutely f***ed with this agreement. CHL/NCAA are thriving because of it.
CHL has import limits, it could theoretically be expanded or subject to a separate American limit although there is going to be less appetite for that most likely.CHL owners, GMs and Coaches all want the best possible talent to fill out their rosters.

And I'm not sure Canadians would be as open to a roster full of non-Canadoans at thr junior level as we are at thr pro level

It'll look like a better BCHL, plus still having the NTDP, unless that erodesThink of it this way; yes they will lose most of the NHL bound players (and the majority of those who will be drafted) but they will still retain a sizable group of players that will have the talent to play D-1 hockey by the time they are 20. In short, the league will look a lot like what the NAHL or even the BCHL have looked like before this rule change.
The USHL is sanctioned hockey, that means registered players under USA Hockey and Hockey Canada playing in that league can play at international tournaments and those organizations players have protections and transfer payout fees should a team from a competing hockey federation/league try to take a player from their roster during the season. The BCHL left the CJHL and Hockey Canada and has no protections and no sanctioning as an independent league. Their teams dont have anywhere close to the funding or developmental facilities that the USHL does and with both of the two largest developmental and monetarily profitable orgs in Penticton and Chilliwack leaving for the WHL and the USHL & USAH finally securing a subsidy deal with the NHL, its not going to ever surpass the USHL as a path to D1 or pro hockey and the chance to compete with them is gone. The high end CHL cuts and non-CHL AAA/Prep players will just go to the USHL for 1-2 yrs instead.The USHL is in way more trouble than the BCHL. Unless they are from Western Canada, kids won't prefer the BCHL to the USHL. USHL is not a “Junior A” league which is a Tier 2 hockey Canada league designation. It exists outside that umbrella. It’s as much a a “Junior A” league as MHL or Swedish J20.USHL offers more than most Junior A leagues in terms of resources. They may not be able to fully compete with what CHL clubs can offer but they remain a free to play league, unlike most Junior A leagues.
