Puckpedia has the CBJ at 49 contracts so they'd be up against the max if he joined the team this year. It probably doesn't really matter but this does still give them the flexibility to sign someone else this season.
Werenski signed a ATO agreement with Cleveland and then his NHL deal started the next season as I recall.I don’t understand the rules for the AHL. Werenski joined the Monsters after his college season ended but it looks like Williams is ineligible. Yet Pinelli can go there so it’s not a deadline.

I'm sure it has to do with Williams signing his NHL deal after the deadline versus PInelli signing before the deadline and Pinelli being a promotion and not a demotion from the NHL.
I feel like the gist of it is that they don't want NHL teams flooding the AHL with their eligible NHL players for the playoffs after the NHL season ends. Which is why an NHL player needs to be on the AHL roster on deadline day.
